The ARAP Improved Risk Assessment Value (iRAV)

is a Web-based resource that provides battalion-level commanders and directors with data on their organization’s readiness posture through analysis of respondent perceptions of the organizational safety program.

While the current Army Readiness Assessment Program Survey results focus on categorized responses in specific categories including Common Core, Organizational Processes, Organizational Climate, Resources, Supervision, Safety Programs, and Open-ended responses, the Improved Risk Assessment Value Survey streamlines the process focusing on fewer questions with a more holistic yet precise result.

So, what does the Improved Risk Assessment Value require?

  1. Soldiers and Civilians can complete the survey in approximately 5-7 minutes.  The entire survey is less than 20 questions.
    1. 8 Likert Questions
    2. 3 Open-ended Questions
    3. 5 CRC Directed/Statistics Gathering Questions.
    4. Up to 3 Unit Commander/Director Questions for your organization
  2. Soldiers and Civilians should take the survey seriously instead of just trying to “get through it”.
  3. The iRAV does not need to be completed on a military computer or network.  It can be completed on personal phones, tablets, and laptops.
  4. The iRAV needs to be completed in 90 days to get the most accurate results.
  5. Please give us honest feedback on your opinion of the iRAV Survey as compared to your first survey using the current ARAP survey.

What does the Improved Risk Assessment Value Provide?

  1. Due to the streamlined survey, the iRAV Survey significantly reduces survey fatigue and the burden on the organization to complete the survey.
  2. The iRAV provides an apples-to-apples comparison of your organization against other organizations in your branch. 
  3. Via Machine Learning, iRAV categorizes the data into actionable categories based on the comments of your Soldiers/Civilians and what they perceive will cause the next mishap in your organization as well as what you can do to improve safety overall.
  4. Additionally, iRAV classifies small subsets of the data into categories including Weather, Driving, Substance Abuse and Mental Health to provide you a comparison of how often your organization makes these comments compared to other organizations in the Army.
  5. Commanders/Directors can select up to 3 of their own questions to add to the survey that are specific to their organization.
  6. The User Interface operates primarily the same as the ARAP survey used in the past.  Users can still filter demographics, see all write in comments, and review categories of scores in the organization.
  7. iRAV does fulfill the requirement for the mid-Tour ARAP required by AR 385-10.

Current challenges with the Improved Risk Assessment Value?

  1. Because this program is currently a Pilot/Beta Test, the background data is still being collected and accuracy will improve over time.
  2. Not all organizations are completing iRAV.  Only units who have the same commander/director and are returning for their second survey are being offered the Pilot/Beta Test.  This allows these Commanders/Directors to provide honest, comparative feedback on how they believe iRAV compares to the current ARAP survey.
  3. While the Higher Command Code does work for Brigade and above, the data set will remain immature until enough units have completed the survey.  Primarily, the Higher Command Code will only be useful for reviewing unit completion, aggregated write in comments, and seeing average scores.

Designed for use by battalion-sized organizations, the program asks several questions of battalion commanders and directors.

Following the survey administration (the assessment phase), the commander/director receives one-on-one feedback on key issues regarding their command climate as well as recommendation and tools to help foster continuous improvement.

 

 

 


Will iRAV replace the Army Readiness Assessment Program?

No, the Improved Risk Assessment Value is the Survey format that will be taken in support of the Army Readiness Assessment Program.  The Army Readiness Assessment Program is supported by the current ARAP and iRAV Survey formats. 

What is the requirement for an assessment?

A minimum of 2/3 or 66% of the unit needs to take the survey before the commander can request to view the results.  Units/organizations with less the 200 participants will be required to get a higher percent of surveys taken as instructed during the registration process.  This statistical calculation is used to ensure that all commanders receive a 95 percent level of accuracy in the data being debriefed.

Why do I want my organization to take the assessment?

When done within 90-days of assuming command, this assessment affords commanders a "free-look" at their unit's safety climate/culture.  The command receives measurable and quantifiable data to review, while simultaneously getting potential courses of action in improving respondent identified problem areas.  Historically, unit’s that scored in the bottom quartile (low) of the current ARAP Survey are twice as likely to experience a Class A mishap than those scoring in the top quartile (high).  The iRAV Survey's goal is to streamline this process to more quickly identify and correct organizational conditions that could increase the potential for loss.

How is a survey completed?

iRAV web-based Surveys can be completed using Smartphone, Tablet, or any computer with internet connection. The Assessment code is also required and will be provided by your organization.

Do I need my Common Access Card (CAC) to complete a survey?

CAC is not required to complete a survey.

How much time does it take to complete a survey?

Approximately 5-7 minutes to complete a survey.

How long does my organization have to complete the assessment?

Organizations are given 90 days to complete the assessment.

What happens if my organization can't complete the assessment on time?

Adjustments can be made on a case-by-case basis by contacting an Army Readiness Assessment Program team member.

How does each person remain anonymous?

All Soldiers/employees will use the same unique code that will be provided by the organization and are not required to login with a CAC to complete the survey.

What happens if I don’t complete the survey?

The command does not know who has completed a survey, but your command needs your input to identify safety issues that may need to be addressed to assist in improving unit.

How do I enroll my organization in iRAV?

Commander/Director or designated represented go to the "Guest User" tile from the iRAV Home Page (https://irav.safety.army.mil) and then click on "Register Your Organization" tile.  If this is your first-time logging in, you may be required to create a profile.

Who monitors the progress for each Organization?

The commander/director, the Organization's assigned representative and Army Readiness Assessment Program team members.

Who will review the assessment results?

The commander/director is given sole access to their command's results.  The results are for the organization as a whole and not by individual surveys.

What information does the command see?

The Commander will be able to view the information collected from the assessment in both, graph and table form with percentages and the ranking of answers submitted by the organization All write in comments are also available for reviewing.

Can my organization take the assessment more than once?

Yes, we recommend waiting approximately 12 months between assessments.

Can Brigade and Division Commanders review subordinate Organization data?

Brigades and Divisions can request their higher command code to review their subordinate units.  Brigade and Division levels must have at least two battalions enrolled.

Is completing a survey limited to Soldiers in my Organization?

Civilians, Local Nationals, and Contractors in your Organization may also complete a survey.

When does the Organization's Commander/Director receive their Access Code?

The Commander/Director or designated represented contacts an Army Readiness Assessment Program team member to schedule a debrief, at which time, the Commander/Director or designated represented will receive the access code 24 - 48 hours prior to scheduled debrief from the de-debriefing analyst.

What if I am not a Battalion or Battalion equivalent Organization, Can I still participate?

No. There are some exceptions for HQ Brigade and Higher. ARAP/iRAV is designed for Battalion or Battalion equivalent Organizations.
